Acted‘s mission is centered around saving lives and meeting the needs of the most vulnerable populations in hard-to-reach areas. Founded on February 17, 1994, Acted supports over 18.5 million direct beneficiaries in 43 countries annually. As an independent non-profit organization, Acted focuses on providing immediate emergency relief and sustainable long-term development, guided by its 3Zero strategy: “Zero exclusion, zero carbon, zero poverty.” With a commitment to impartiality, transparency, and non-discrimination, Acted continuously strengthens resilience and promotes inclusive growth and governance while protecting the environment.

Country Information

The Philippines is recognized as one of the world’s most disaster-prone countries, a reality underscored by the recent 6.9 magnitude earthquake on September 30, 2025, which devastated Cebu. The earthquake affected 179,252 families (669,794 persons), causing significant damage to critical community infrastructures such as water and sanitation facilities. The ongoing crisis has exacerbated existing vulnerabilities, forcing communities to rely on unsafe water sources and inadequate sanitation facilities, thereby increasing health risks.

The Need

Following the earthquake in Cebu, urgent needs for life-saving water and sanitation assistance have arisen. Due to non-functional water systems and inadequate shelter solutions, communities are resorting to open defecation, increasing the spread of diseases. The lack of basic sanitation infrastructure and safe hygiene practices highlights the need for immediate intervention to prevent further health crises. This situation demands a robust response to restore essential facilities and educate communities on hygiene.

The Project We Fund

Acted is seeking funding to enhance its water and sanitation activities in response to the Cebu earthquake. The project involves conducting assessments, repairing sanitation facilities in schools and health centers, and promoting hygiene practices. Over a three-month period, Acted plans to rehabilitate three schools and three Barangay health centers. This initiative aims to provide 14,454 individuals with improved access to water, sanitation, and hygiene (WASH) facilities and train 36 individuals to maintain these improvements long-term.

The Result

Through the planned interventions, 14,454 individuals will experience improved access to essential WASH facilities at their schools and health centers. The project also aims to ensure the sustainability of these efforts by training 36 people in operation and maintenance. Acted‘s approach includes deploying its Monitoring, Evaluation, Accountability, and Learning (MEAL) team to oversee the project’s implementation, ensuring that the assistance is relevant, effective, and reaches the most vulnerable groups.
